Artcodesign.com help?

how lagit is this site. McAfee says its clean but it doesn't have anything on the site for that. im needing to make a Florida manatee id to piss off a friend. it is only payable through paypal though so theoretically they cant charge more than whats in the account, right? im almost shure the site is safe. im just about checking.
