Is there any rule saying what do declarative sentences beginning with how express?

Simple rule: none of the above are sentences because they are not independent clauses. "Holy books explain how the world was created" is a complete sentence. In algebraic terms, the model is "A will (explain, tell, and so forth) B. "How the . . . ." is a dependent clause that fills the role of B, and cannot stand by itself.
