I have blotchy arms!?

My arms have been this way for as long as I can remember. They're red and blotchy and the uneven skin tone shows up on my thighs too. My arms have bumps on them that I don't believe are zits.... what is this? Is it a medical condition? Is it something I can get rid of? Is it just unfortunate hereditary genes?
