Stomped on her head vs Stomped on her back: Why do Republicans always mince vertebrae?

Last week it was, "Well, it was just a reporter in handcuffs, Muslim countries cut off hands, blah blah" - and now - this nitpicking over whether the Rand Paul storm trooper foot was actually ON the Democrat lady's head or simply producing causal pain to it. I see a pattern here.
